How to turn off specific vehicles and weapons on my server?

I was wondering if anybody can help me figure how to disable certain vehicles(for example jets and attack heli) without disabling all vehicles(so still have tanks,transport heli etc)
I would also like to do this for certain infantry gadgets(like lock on weapons,claymores etc)
