Local LAN Party Setup without Internet?

At work we are looking at doing a LAN party, but our only option for internet would essentially be a hotspot, good enough to authenticate but not game on.
Running some tests at home I can’t seem to connect to it, I’m guessing that is due to CGNAT.
Is there anyway to set it up to connect to it with the local address instead of over internet?

I had similar connection problems and was able to solve them with Radmin VPN (also for LAN at home).

You need to add the following to the server icon:
-joinaddr … (your Radmin IP)
All players will then connect to the Radmin address.
