Minimum 7 players before round start?

I’ve installed and configured my server using ProCON .

I’ve set the min amount of players before round start to 4 (the least i can set) - but when i join the server, I’m told that 7 is needed ??

You can add 'vars.roundStartPlayerCount ’ to you Startup.txt
