Server Pre-round Problem

How to disable pre-round ? There is no win32 folders and win32.cfg!
I’ve tried to set
vars.roundRestartPlayerCount -1
vars.roundStartPlayerCount -1

in Startup.txt but it doesn’t help. Thank you.

There is no way to disable preround from rcon currently but I’ll be publishing a mod that does it sometime in the following days.
